Iraq: Positive Signs

The latest reports concerning the war in Iraq suggest the situation is looking up for the United States. First, U.S. military and Iraqi civilian casualties continue to fall. Second, there are confirmed reports that Sunni insurgents controlled by local leaders have turned on al Qaeda militants, particularly those from outside the country. Third, the head of U.S. Central Command, in an interview with the Financial Times, implied that an attack against Iran is a distant possibility.

It is tempting to say the United States has turned the corner on the war. The temptation might not be misplaced, but after many disappointments since 2003, it is prudent to be cautious in declaring turning points -- and it is equally prudent not to confuse a turning point with a victory. That said, given expectations that the United States would be unable to limit violence in Iraq, and that Sunni insurgents would remain implacable -- not to mention the broad expectation of a U.S. attack against Iran -- these three points indicate a reversal -- and must be taken seriously.

The most startling point is the decline in casualties, and particularly the apparent decline in sectarian violence. Explaining this is difficult. It could simply be the result of the more efficient use of U.S. troops in suppressing the insurgency and controlling the Shiite militias. If that were the only explanation, however, it would be troubling. Standard guerrilla warfare doctrine holds that during periods of intense enemy counterinsurgency operations, guerrillas should cease fighting, hide weapons and equipment and blend into the civilian population. Only after the enemy shifts its area of operations or reduces operational tempo should the guerrillas resume combat operations. Under no circumstances should insurgents attempt to fight a surge.

Therefore, if we were considering U.S. military operations alone, few conclusions could be drawn until after the operations shifted or slowed. In addition, in a country of 25 million, the expectation that some 167,000 troops -- many of them not directly involved in combat -- could break the back of an entrenched insurgency is optimistic. The numbers simply don't work, particularly when Shiite militias are added to the equation. Therefore, if viewed simply in terms of military operations, the decline in casualties would not validate a shift in the war until much later, and our expectation is that the insurgency would resume prior levels of activity over time.

What makes the situation more hopeful for the United States is the clear decline in civilian casualties. Most of those were caused not by U.S. combat operations but by sectarian conflict, particularly between Sunnis and Shia. Part of the decline can be explained by U.S. operations, but when we look at the scope and intensity of sectarian fighting, it is difficult to give U.S. operations full credit. A more likely explanation is political, a decision on the part of the various sectarian organizations to stop operations not only against the Americans but also against each other.

There were two wars going on in Iraq. One was against the United States. The more important war, from the Iraqi point of view, was the Sunni-Shiite struggle to determine who would control Iraq's future. Part of this struggle, particularly on the Shiite side, was intrasectarian violence. All of it was political and, in a real sense, it was life and death. It involved the control of neighborhoods, of ministries, of the police force and so on. It was a struggle over the shape of everyday life. If either side simply abandoned the struggle, it would leave a vacuum for the other. U.S. operations or not, that civil war could not be suspended. To a significant extent, however, it has been suspended.

That means that some political decisions were made, at least on the local level and likely at higher levels as well, as several U.S. authorities have implied recently. Civilian casualties from the civil war would not have dropped as much as they have without some sort of political decisions to restrain forces, and those decisions could not be made unilaterally or simply in response to U.S. military pressure. It required a set of at least temporary political arrangements. And that, in many ways, is more promising than simply a decline because of U.S. combat operations. The political arrangements open the door to the possibility that the decline in casualties is likely to be longer lasting.

This brings us to the second point, the attacks by the Sunnis against the jihadists. Immediately after the invasion in 2003, the United States essentially attempted to strip the Sunnis -- the foundation of Saddam Hussein's strength -- of their power. The U.S. de-Baathification laws had the effect of eliminating the Sunni community's participation in the future of Iraq. Viewing the Shia -- the victims of Hussein's rule -- as likely interested not only in dominating Iraq but also in retribution against the Sunnis, the Sunni leadership, particularly at the local level, supported and instigated an insurgency against U.S. forces. The political purpose of the insurgency was to force the United States to shift its pro-Shiite policy and include the Sunnis, from religious to Baathist, in the regime.

Given the insurgency's political purpose, the power of U.S. forces and the well-organized Shiite militias, the Iraqi Sunnis were prepared to form alliances wherever they could find them. A leading source of support for the Iraqi Sunnis came from outside Iraq, among the Sunni jihadist fighters who organized themselves under the banner of al Qaeda and, weapons in hand, infiltrated the country from outside, particular through Syria.

Nevertheless, there was underlying tension between the local Sunnis and the jihadists. The Iraqi Sunnis were part of the local power structure, many having been involved in the essentially secular Baath Party, and others, more religious, having remained outside the regime but ruled by traditional tribal systems. The foreign jihadists were revolutionaries not only in the sense that they were prepared to fight the Americans but also in that they wanted to revolutionize -- radically Islamize -- the local Sunni community. By extension, they wanted to supplant the local leadership with their own by supporting and elevating new local leaders dependent for their survival on al Qaeda power.

For an extended period of time, the United States saw the Sunni insurgency as consisting of a single fabric. The local insurgents and the jihadists were viewed as the same, and the adopted name of the jihadists, al Qaeda, caused the Americans to see them as the primary enemy. Over time, and particularly since the death of al Qaeda in Iraq leader Abu Musab al-Zarqawi, the United States has adopted a more nuanced view of the Sunni insurgency, drawing a distinction between the largely native Iraqi insurgents and the largely foreign jihadists.

Once this occurred and the United States began to make overtures to the native Iraqi insurgents, the underlying tensions between the foreign jihadists and the Iraqi insurgents emerged. The Sunnis, over time, came to see the jihadists as a greater danger to them than the Americans, and by the time U.S. President George W. Bush last visited Iraq, several Sunni leaders were prepared to be seen publicly with him. The growing animosities eventually turned into active warfare between the two factions, with al Qaeda being outnumbered and outgunned and the natives enjoying all of the perks of having the home-court advantage.

From the U.S. point of view, splitting the Sunni insurgency politically and militarily was important not only for the obvious reasons but also for influencing the Shia. From a Shiite point of view -- and now let's introduce Iran, the primary external backer of Iraq's Shiites -- the worst-case scenario would be the re-establishment of a predominantly Sunni government in Baghdad backed by the U.S. military. The political accommodation between the United States and the Iraqi Sunnis represented a direct threat to the Shia.

It is important to recall that Hussein and his Baathist predecessors -- all Sunnis leading a predominantly Sunni government -- were able to dominate the more numerous Shia for decades. The reason was that the Shia were highly fragmented politically, more so than the Sunnis. This historic factionalization made the Shia much weaker than their numbers would have indicated. It was no accident that the Sunnis dominated the Shia.

And the Shia remained fragmented. While the Sunnis were fighting an external force, the Shia were fighting both the Sunnis and one another. Given those circumstances, it was not inconceivable that the United States would try, and perhaps succeed, to re-establish the status quo ante of a united Iraq under a Sunni government -- backed by U.S. power until Iraq could regenerate its own force. Of course, that represented a reversal of the original U.S. goal of establishing a Shiite regime.

For Iran, this was an intolerable outcome because it would again raise the possibility of an Iran-Iraq war -- in which Iran might take another million casualties. The Iranian response was to use its influence among the competing Shiite militias to attack the Sunnis and to inflict casualties on American troops, hoping to force a withdrawal. Paradoxically, while the jihadists are the Iranians' foe, they were useful to Tehran because the more they attacked the Shia -- and the more the Shia retaliated -- the more the Sunnis and al Qaeda aligned -- which kept the United States and the Sunnis apart. Iran, in other words, wanted a united Sunni-jihadist movement because it would wreck the emerging political arrangements. In addition, when the Iranians realized that the Democrats in the U.S. Congress were not going to force a U.S. withdrawal, their calculations about the future changed.

Caught between al Qaeda and the militias, the Sunnis were under intense pressure. The United States responded by conducting operations against the jihadists -- trying to limit engagements with Iraqi Sunni insurgents -- and most important, against Shiite militias. The goal was to hold the Sunnis in the emerging political matrix while damaging the militias that were engaging the Sunnis. The United States was trying increase the cost to the Shia of adhering to the Iranian strategy.

At the same time, the United States sought to intimidate the Iranians by raising, and trying to make very real, the possibility that the United States would attack them as well. As we have argued, the U.S. military options are limited, so an attack would make little military sense. The Iranians, however, could not be certain that the United States was being rational about the whole thing, which was pretty much what the United States wanted. The United States wanted the Shia in Iraq to see the various costs of following the Iranian line -- including creating a Sunni-dominated government -- while convincing the Iranians that they were in grave danger of American military action.

In this context, we find the third point particularly interesting. Adm. William Fallon's interview with the Financial Times -- in which he went out of its way to downplay the American military threat to Iran -- was not given by accident. Fallon does not agree to interviews without clearance. The United States was using the interview to telegraph to Iran that it should not have undue fear of an American attack.

The United States can easily turn up the heat again psychologically, though for the moment it has chosen to lower it. By doing so, we assume Washington is sending two messages to Iran. First, it is acknowledging that creating a predominantly Sunni government is not its first choice. Also, it is rewarding Iran for the decline in violence by the Shiite militias, which undoubtedly required Tehran to shift its orders to its covert operatives in Iraq.

The important question is whether we are seeing a turning point in Iraq. The answer is that it appears so, but not primarily because of the effectiveness of U.S. military operations. Rather, it is the result of U.S. military operations coupled with a much more complex and sophisticated approach to Iraq. To be more precise, a series of political initiatives that the United States had undertaken over the past two years in fits and starts has been united into a single orchestrated effort. The result of these efforts was a series of political decisions on the part of various Iraqi parties not only to reduce attacks against U.S. troops but also to bring the civil war under control.

A few months ago, we laid out four scenarios for Iraq, including the possibility that that United States would maintain troops there indefinitely. At the time, we argued against this idea on the assumption that what had not worked previously would not work in the future. Instead, we argued that resisting Iranian power required that efforts to create security be stopped and troops moved to blocking positions along the Saudi border. We had not calculated that the United States would now supplement combat operations with a highly sophisticated and nuanced political offensive. Therefore, we were wrong in underestimating the effectiveness of the scenario.

That said, a turning point is not the same as victory, and the turning point could turn into a failure. The key weaknesses are the fragmented Shia and the forces and decisions that might emerge there, underwritten by Iran. Everything could be wrecked should Iran choose to take the necessary risks. For the moment, however, the Iranians seem to be exercising caution, and the Shia are responding by reducing violence. If that trend continues, then this really could be a turning point. Of course, any outcome that depends on the Shia and Iranians doing what the United States hopes they will do is fragile. Iran in particular has little interest in giving the United States a graceful solution unless it is well compensated for it. On the other hand, for the moment, Tehran is cooperating. This could simply be another instance of Iran holding off before disappointing the United States, or it could mean it has reason to believe it will be well compensated. Revealing that compensation -- if it is coming -- is the next turn of the wheel.

Luigi Lombardi Vallauri. Nera luce. Saggio su cattolicesimo e apofatismo. Le lettere, 2001.


L’autore, dopo aver insegnato per 21 anni Filosofia del diritto presso l’Università Cattolica di Milano, ne è stato allontanato nel 1998, per aver sostenuto tesi «non ortodosse», con un provvedimento del cardinale Pio Laghi: proprio quello che giocava a tennis con i militari argentini all’epoca dei desaparecidos.

Il testo raccoglie diversi scritti dell’ultimo decennio, sovente chiosati e commentati dallo stesso autore alla luce della sua recente «disavventura» e del conseguente mutato atteggiamento nei confronti del cattolicesimo. Gli scritti sono divisi in tre parti: la prima distruttiva, la seconda distruttiva-costruttiva, la terza costruttiva. Quest’ultima parte si compone in realtà di sole dieci pagine: è infatti intenzione espressa dell’autore ritornarci in futuro, volendo dedicare al tema «il suo restante avvenire di ricerca». Le prime due parti, tuttavia, bastano per fare di questo testo una stimolante lettura.

La prima parte, pars destruens, sottopone a durissima critica la religione cattolica. Essa viene analizzata innanzitutto sotto il profilo della giustizia: se e come la giustizia divina ed il magistero papale possano coniugarsi con una moderna concezione del diritto. La comparazione dei dogmi della Chiesa romana con i principali testi universalmente accettati (come la Dichiarazione dei diritti dell’uomo), ed i dubbi che ne sorgono, portano invariabilmente alla constatazione delle caratteristiche inique e prevaricanti dell’insegnamento cattolico.

L’inaccettabilità del magistero, specificatamente su questioni come l’infallibilità papale, la sessuofobia, la violenza istituzionale cristiana è l’argomento costante dei saggi che seguono. Lo scritto Aforismi, che chiude la prima parte, disseca meticolosamente alcuni dogmi quali la verginità di Maria e la risurrezione, sottolineandone il livello di astrusità a cui è arrivata l’ermeneutica cattolica: che raggiunge vertici emblematici nel rapporto Trinità-Sacra Famiglia, con Maria che arriva ad essere «figlia di suo figlio, figlia del suo cooperatore genetico, madre di uno dei suoi tre padri, nonna di suo marito, nonna di un altro Dio, quindi bisnonna di suo figlio». Alla domanda «quanti suoceri, per esempio, come sposa di Cristo, avrebbe la Chiesa?» l’autore, «per mancanza di potenza di calcolo, e di voglia», non si sente di dare una risposta.

Non stupisce, quindi, che la gerarchia ecclesiastica abbia valutato questi ragionamenti come pericolosi per i suoi studenti, portando al licenziamento di Lombardi Vallauri. Non resta che constatare come, ancora una volta, le migliori critiche al cristianesimo in generale, ed al cattolicesimo in particolare, vengano proprio da ex fedeli: forse è tempo che anche gli atei, nella loro battaglia culturale a favore del razionalismo, dedichino maggiore attenzione allo studio delle religioni.

La seconda parte, pars destruens-construens, è dedicata all’apofatismo. Lombardi Vallauri così definisce (pagina 234) «lo sperimentare un’oscurità intellettuale che non consente forse nemmeno più il distinguere affermazione e negazione», atteggiamento nel quale si identifica. Cercando di andare oltre al cattolicesimo, l’autore si spinge fino ad esaminare esperienze religiose a bassissimo, se non nullo, contenuto dogmatico-rituale (il buddismo Theravâda, lo yoga sperimentale), ritenute uno stadio più evoluto a livello etico.

Nella sua ricerca apofatica l’autore definisce infine il quadro in cui intende muovere la propria ricerca: «un orizzonte di luce con al centro un cerchio di tenebra: della luce non possiamo dubitare, la vediamo, la tocchiamo con mano: è la luce dell’essere… ma se cerchiamo di vedere la scaturigine della luce incontriamo la tenebra».

Un libro di alto livello speculativo, una lettura stimolante per credenti e non credenti.

Fora algumas contribuições que retomam as hipóteses no mínimo aventureiras de Leo Strauss (o ai Jesus da esquerda sem espinha e da direita panfletária), o livro traz análises e perspectivas inovadoras sobre o nexo entre Hobbes e o campo histórico. Desde os vínculos entre o filósofo e Tucídides, até a narrativa hobbesiana da Revolução inglêsa (Behemot), os estudos procuram entender o que diferencia o autor do Leviatã de seu tempo. Um conjunto de boas leituras, apesar das falhas.

Comentário. o autor do artigo, Luigi Lombardi Vallauri, editou em 1981 um livro que traz contribuições competentes para a análise da moderna secularização cultural e política. Autores de várias tendências contribuiram para a coletânea. Quem deseja abandonar o terreno confortável mas inútil dos slogans, pode encontrar naquele volume ótimas noções, argumentos, tanto num sentido, quanto noutro.

Religione e bambini

Inizierò con alcune considerazioni per grandes personnes (Saint-Exupéry), poi ne trarrò alcune conseguenze per petits princes (ancora Saint-Exupéry).


Le religioni e il corpo-mente moderno adulto

Nel loro tempo fondativo (in illo tempore, Eliade) le religioni sono state delle cose che oggi non possono essere più. Sono state spiegazioni causali del mondo, riserve di senso, dispensatrici di terrori e speranze ultraterreni, fonti e sanzionatrici di norme etiche e giuridiche, suggeritrici inesauribili d’arte e poesia, modellatrici di vita quotidiana, di cicli settimanali stagionali annuali, di città e paesaggi. Hanno riempito di sé il cielo e la terra; plasmato l’ambiente materiale e immaginale dell’uomo; permeato capillarmente tutto l’organismo della cultura.
Oggi la scienza-tecnica ha svuotato le religioni tradizionali d’ogni capacità esplicativo-teorica e taumaturgico-pratica circa le cose del mondo. D’altra parte è facile dimostrare, con argomenti logici e storici, che in etica Dio è irrilevante, sia se un’etica vera/universale esiste, sia se non esiste1. E la “religione civile dei diritti dell’uomo” 2 ha ormai assunto lo status di etica pubblica: almeno in Occidente c’è consenso sul punto che nessuna delle religioni tradizionali può più, mantenendo la propria legittimazione etica, sancire sul piano teorico, o attuare sul piano pratico, violazioni dei diritti umani fondamentali.

Ancora: le religioni, pur avendo generato un percento considerevole dell’arte umana di tutti i tempi, non sono di per sé garanzia di valore estetico: esistono anche innumerevoli brutture e mièvreries di matrice religiosa, tra l’altro in continuo esponenziale aumento. E infine, ammesso che il sentimento del sacro (o del mistico) abbia una sua autonomia categoriale e una sua plausibilità, non è detto che esso trovi sempre ed esclusivamente nelle religioni nutrimento ed espressione adeguati. C’è del religioso non sacro (o non mistico) e c’è del sacro (o del mistico) umano-naturale, e in questo senso “laico”3.

Il superamento scientifico-tecnico, etico e civile, la relativizzazione estetica e perfino spirituale e mistica, tutto questo ha comportato un impressionante processo di secolarizzazione4 che ha investito, e sta investendo, tutte le culture antiche insieme con la modernizzazione. È vero che si è venuto delineando, negli ultimi forse 10 anni, un contro-processo che si potrebbe chiamare di restaurazione neo-fondamentalista. Ma pagando un prezzo: le religioni diventano sempre meno ontologiche e sempre più identitarie, voglio dire sempre meno ricerche sulla realtà (indipendente, non-proiettiva) dell’Oltre e sempre più autoasserzioni patriottiche di “noi” collettivi. C’è fides sempre meno quaerens intellectum, ossia sempre meno fede e sempre più credenza5, sempre meno pensiero e sempre più appartenenza. L’effetto caverna platonica (in termini più attuali, l’effetto Truman Show) è rafforzato da altri sistemi di passività (promozione commerciale a tempo quasi pieno, propaganda politica di nano-profilo, televisionizzazione del tempo domestico, gioco del calcio, riti vari di stoltezza e frastuono) che competono, e al tempo stesso cospirano, per la colonizzazione dell’animo umano.

Il reperto, per quanto riguarda le vecchie religioni, è insomma ancipite: secolarizzazione e neofondamentalismi identitari. Quanto ai nuovi culti, con le doverose eccezioni, il reperto può sintetizzarsi nella formula “supermercato del sacro”.

Le religioni e il corpo-mente bambino

I pensieri che precedono rendono, mi sembra, non manifestamente infondata la tesi che ora cercherò di argomentare: la religione andrebbe - come un tempo il sesso - vietata ai minori di 18 anni. Procederò chiedendomi anzitutto cos’è giusto desiderare per i bambini, cioè per gli esseri umani nell’età del primo sviluppo fisico e mentale, e chiedendomi, poi, se un’educazione religiosa favorisce questo desiderabile sviluppo.
Cosa desiderare per i bambini

Non volendo ricorrere a tomi di pedagogia o a sondaggi statistici del tipo eurobarometri, sono costretto a rispondere alla domanda in modo autobiografico e largamente soggettivo. Quanto segue riassume in pochi - troppo pochi - punti la mia idea di sviluppo desiderabile, formatasi, e tuttora in via di formazione, lungo la mia esperienza con me stesso, con i miei figli e ora con i miei nipotini (compresi, questi ultimi, tra i 12 anni e i 2 mesi).
Personalmente io desidero che i loro corpi (bisogna cominciare dal corpo) fioriscano nella buona salute e in tutte le abilità autoespressive, e non solo in ambiente urbano, ma sempre meglio immersi, con amore rispettoso e competenza, nei sistemi vivi della natura, nella variegatura degli elementi, dei regni e delle stagioni. Desidero che incontrino altri corpi, della loro e di altre età, della loro e di altre razze, della loro e di altre specie, e ne traggano conoscenza, confronto, emulazione, piacere visivo e tattile, compagnia.

Desidero che le loro menti si aprano a tutte le ramificazioni protese di tutte le culture umane, arcaiche, antiche, moderne, nuove, europee, extraeuropee, a tutte le variegature storiche della bellezza e del sapere. Desidero che i loro sensi e il loro intelletto, questi misteri della carne matura, si educhino al discernimento del reale e dell’irreale, del vero e del falso, dell’autentico e del fasullo, di ciò che s’impone all’uomo per esistenza propria indipendente e di ciò che nasce da proiezioni umane. Desidero che i loro cuori conoscano turbamento e appagamento sensuale e affettivo, e slancio e fiducia, e pietà e giustizia, non-ingiusta pietà e non-impietosa giustizia. Desidero per loro gioco, avventura, creazione. E contemplazione. E (non incompatibile con la mente infantile, che è mente nativamente seria) un’entusiasta austera sapienza di fronte al mistero di splendore e di impermanenza dell’essere.

Cosa c’entrano con questo le religioni?

Terrò presente quasi solo la religione cattolica, quella in cui sono cresciuto e che conosco veramente; molto di quello che vale del cattolicesimo può essere comunque esteso anche alle altre religioni che asseriscano l’esistenza di mondi soprannaturali. Riprenderò punto per punto i desiderata del paragrafo precedente. La buona salute non è in alcun modo favorita dalla credenza religiosa. I tempi della fede sono stati anche i tempi della peste; mai come allora si è pregato perché Maria, santa Rosalia, Dio Padre da loro impietosito debellassero il flagello. Mai come allora il flagello ha servito. Non appena scoperto e trattato il bacillo Pasteurella pestis sono cessate le preghiere di impetrazione ed è cessata la peste.
Il papa attuale ha fatto circa 2000 santi, più di tutti gli altri papi messi insieme (con un piccolo arrotondamento viene 5,48 nuovi santi ogni giorno dell’anno). Per i santi di prima fascia (“canonizzati”), come san Padre Pio o san Monsignor Escrivà de Balaguer fondatore dell’Opus Dei, occorrono due miracoli; per i santi di seconda fascia (“beatificati”), come Pio Nono l’antimoderno e l’autoinfallibile, basta un miracolo; i miracoli sono spesso guarigioni. Ammettendo che i 2000 santi abbiano dato un gettito di 3000 guarigioni, ognuno vede quanto poco si possa fare affidamento sulla religione per i problemi sanitari mondiali o per la mortalità infantile. La cosa migliore che san Padre Pio ha fatto per la salute è la fondazione di un moderno ospedale (non altrettanto si può dire a lode di santa Madre Teresa, terribile oscurantista in campo medico).

Non è certo la religione che invita i bambini, i corpi dei bambini, a fiorire in tutte le loro abilità autoespressive. I giochi, gli sport, la rispettosa intima frequentazione degli ecosistemi nulla hanno di religioso, temo che siano naturalismo. È vero che le parrocchie e le associazioni cattoliche fanno anche giocare i bambini e che gli scout cattolici li iniziano alla natura; ma a parte, in molti casi, lo scarso buon gusto dei sollazzi parrocchiali e associativi, resta che spesso i giochi (non quelli scout) sono carità pelosa, servono a tenere i bambini e i ragazzi nel recinto della credenza cattolica, a rendere in qualche modo palatable il surrettizio, devozionale catechismo.

Il curiosare (visivamente, tattilmente) altri corpi, il trarne piacere, esperienza, compagnia, non è certo favorito negli oratori o nelle scuole tenute da religiosi o religiose. Anzi assume un’aura violacea di segreto e di peccato. La teologia morale cattolica è di una sessuofobia impressionante6.

Sul piano culturale è fuori discussione che le religioni hanno generato un percento molto considerevole dell’arte e del pensiero umani. Il bambino, e anche l’adulto, che voglia appropriarsi del retaggio delle culture antiche non può ignorarne i presupposti religiosi. Ma riviverli con empatia non implica aderire ai contenuti dogmatici, anzi esige un’apertura universale che le religioni, tutte, hanno finora o selvaggiamente o subdolamente ostacolato. In particolare, il cattolicesimo romano ha esercitato nei confronti dei dissidenti interni, degli eretici, degli ebrei, dei musulmani, dei popoli pagani colonizzati, tutta la violenza ideale e materiale possibile, un’estrema intolleranza.

In nessun modo la religione educa i sensi e l’intelletto dei bambini al realismo. Il realismo è un organo cognitivo complesso. Consta di spirito scientifico, esperienza di vita, senso dell’humour, vastità di orizzonti, acutezza di osservazione, forza logica, sensualità, equilibrio affettivo… Ci vorrebbe un lavoro filosofico sul tema. La religione è forse l’avversario numero uno del realismo, è la veneranda caverna platonica in cui vengono proiettati al bambino personaggi soprannaturali, mondi soprannaturali, sacramenti a effetti soprannaturali - e proiettati non come si proiettano le favole, ma come se fossero le realtà essenziali, quelle da cui dipende il significato della vita e il destino dell’uomo. Il soprannaturale si sostituisce al naturale. Il senso e l’intelletto uniti sono i nemici naturali della religione; perché l’accettino, bisogna che vengano letteralmente snaturati. Ciò - si badi! - non toglie nulla al fascino della religione: l’uomo preferisce molto i sistemi di simboli ai sistemi di cose, i sistemi di significati ai sistemi di fatti. Proprio questo fascino la rende pericolosa.

L’affettività dei bambini viene, dalla religione, incanalata verso custodi angelici, mamme celesti, ambienti luminosi dove li aspettano i nonni, santini con volti di frati e monache dagli occhi arrovesciati in su e crocifissi o rosari in mano, odorini e ombre di confessionale e di sacrestia, ostie fatte di una specie di carta che si fonde in bocca e che non va masticata perché è Gesù, vecchi maschi chiamati il papa e per i quali bisogna pregare perché sono Gesù, fioretti senza petali da fare per i miseri e per i cattivi, corone da recitare, venerdì nei quali sospendere per un giorno l’alimentazione carnivora-mammifera del resto della settimana e adottare la piscivora, slanci verso le missioni che convertono gli indigeni e i mandarini cinesi alla vera fede, terrori di inferni dai quali però la Chiesa (lei sola) ci può salvare… e presepi con Gesù bambino sulla paglia e la Madonna che lo guarda e l’asino e il bue che soffiano e san Giuseppe che guarda, putativo, da un’altra parte… queste e tutto questo genere di cose. Lontanissimi i problemi di giustizia sociale e internazionale, di pietà/giustizia interspecifica (gli animali sono amici deliziosi, piccoli o grossi eroi affascinanti, la carne è un’altra cosa, è una sostanza che si forma al supermercato e che va assolutamente mangiata per diventare come i grandi; anche il papa e i preti e tutti i santi e beati la mangiano, eccetto i venerdì e la vigilia di Natale).

Infine, è certo che le religioni hanno alimentato la spiritualità, la vita contemplativa: oggi (nella società a mass-media, a mass-shopping, a mass-business, a mass-traffic) tanto carente quanto anelata senza saperlo. Ma mi sembra che una spiritualità dogmatica-soprannaturalista-sacramentalista come quella cattolica sia di cattiva lega, perché a base di retro- o pseudo-mondi; quindi non risvegliante, direi piuttosto distogliente da, un’entusiasmata austera contemplazione dello splendore e dell’impermanenza dell’essere. Non gli altri mondi, ma «che il mondo è, è il mistico» (Wittgenstein). Forse l’uomo ha bisogno di mistica come del pane; ma sorgente pura della mistica non è una credenza, è il risveglio all’essere, è l’ontologia.

In verità, la cosa di più fascino che hanno le religioni non è la credenza, non è forse neppure la spiritualità fondata sulla credenza, è la vocazione: la richiesta di tutta la vita. «Allora Gesù fissò su di lui lo sguardo e l’amò. E gli disse: “Una cosa sola ti manca: vai, vendi tutto quello che hai, dallo ai poveri, e avrai un tesoro in cielo; poi vieni e seguimi”» (Marco 10,21). «Se qualcuno vuol venire dietro a me rinneghi se stesso, prenda la sua croce e mi segua. Poiché chi vorrà salvare l’anima sua, la perderà, ma chi perderà l’anima sua per causa mia, la salverà» (Luca 9, 23-24). «Ed essi, tratte le barche a terra, lasciando tutto, lo seguirono» (Luca 5,119).

Io non so esattamente cosa passa nell’animo del bambino o dell’adolescente birmano che si fa monaco; meno ancora so cosa sente l’eroe militare o il kamikaze che immola se stesso per il suo popolo e la sua religione; ma so cosa succede al bambino, all’adolescente, cattolico che incontra quei passi del Vangelo. «Insieme con queste immense, aliene figurazioni il bambino, il ragazzo, anche sente, e in presa diretta, il nervo della propria esistenza, il marceliano “ma vie”: azzardo tra nascita e morte, riuscita e fallimento, significato e mancanza di significato; e dunque luogo di chiamata, di vocazione. Ora, in una mente resa religiosa caverna platonica l’esistenziale umano vocazione facilmente, se non necessariamente, assume le sembianze di una vocazione al sacerdozio, alla vita consacrata, in ogni caso al dono totale, alla missione, alla santità»7. «Ho detto “vocatio genera fides”, non viceversa. È infatti la vocazione che trasforma la credenza in fede, perché è lo scommetterci-su la vita che trasforma le figurazioni mitico-soprannaturali in cruciali realtà. È la credenza che plasma l’esistenziale umano vocazione in vocazione religiosa, ma è la vocazione religiosa che trasforma le figurazioni proiettive della credenza in esistenziali realtà».

Conclusioni

Mi sembra di aver sufficientemente argomentato la mia tesi: doversi la religione, come un tempo il sesso, vietare ai minori di 18 anni. L’imposizione degli engrammi della credenza soprannaturale sul cervello-mente bambino rischia di rimanere indelebile quando si abbina al sentimento del dovere di dono totale, al sentimento di vocazione. Bisogna prima irrobustire - attraverso l’esercizio pieno, mondano, dei sensi e dell’intelletto - gli affetti e le emozioni naturali, e quell’organo cognitivo complesso che ho chiamato realismo; sarà, così, a un vero adulto modernamente evoluto che si potranno proporre a credere oggetti quali la Provvidenza divina, il paradiso, l’inferno, la Trinità, la cristologia, la mariologia, l’ecclesiologia pontificia, i sacramenti, i santi, gli angeli e tutto il soprannaturale, come scenario entro cui ambientare l’esistenziale umano della vocazione. Imprimere acriticamente il soprannaturale eroico sul bambino significa per me una violentazione che può compromettere il suo sviluppo intellettuale e umano per sempre.

Sacrifício do intelecto, artigo de Roberto Romano

A tradição oficialista ordena que as espinhas se curvem, sempre que um novo inquilino se instala no poder

Roberto Romano, professor titular de Ética e Filosofia Política na Unicamp, autor de 'Moral e Ciência - A Monstrosidade no Século XVIII' (Ed. Senac, SP), membro do Conselho Editorial do 'Jornal da Ciência'. Artigo publicado na 'Folha de SP':

As zumbaias que parte dos setores universitários entoa para o governo federal, o silêncio diante da truculência nos cortes no setor de educação e de C&T, os acordos travestidos de 'negociações políticas' que cooptam muitos intelectuais lembram os ritos que impeliram pessoas brilhantes como Martin Heidegger ao louvor do autoritarismo.

As verbas são parcas e o verbo livre torna-se mercadoria rara e caríssima, paga com a segregação e o anátema. 'Não há sacrifício do intelecto que satisfaça às insaciáveis exigências da falta de espírito' (Theodor W. Adorno).

Estas frases ecoam as advertências de Max Weber sobre a ciência enquanto vocação, texto que deveria ser obrigatório nas Universidades brasileiras.O sacrifício do intelecto é exigido pelas igrejas e partidos políticos, mas também molda as seitas universitárias. O lado ritual da coisa surgiu no passado remoto, pois os deuses têm fome de corpos humanos, sobretudo da caixa onde se aloja o cérebro. Mas a exigência de abandonar idéias em função de cargos estatais, ministérios eclesiásticos, prestígio acadêmico é recente. Ela vem com o nascimento de refinadas burocracias, a secular e a espiritual.

Nelas se concentraram nos dirigentes o poder de exigir que dogmas sejam impostos e assumidos pelos subordinados. A regra de ouro para a seleção dos funcionários encontra-se na submissão aos preceitos verticais do mando.Veleidades de autonomia noética trazem anátemas, silêncios, solidões. Spinosa conhecia tal prisma ao recusar a cátedra de Heildelberg.
O príncipe pediu-lhe 'apenas' o sacrifício de não incomodar as verdades religiosas. 'Desconheço limites para a minha liberdade de pensar.' Agraciado com os vitupérios de políticos e de reverendos, o pensador escreveu a mais rigorosa ética moderna.

Antes da Revolução Francesa, a igreja exigiu de seus pensadores a plena alienação intelectual. No século 18, o papa Clemente 13, temendo o laicismo e o pensamento ateu, redigiu a encíclica 'Quantopere Dominus Jesus', dizendo aos fiéis que a fome da verdade é natural, mas que o espírito santo deseja que ela seja refreada. E ordenou o pontífice que as pesquisas fossem até os limites permitidos pela autoridade religiosa.

Graças às críticas do cardeal Passionei, o documento não foi publicado. O mundo católico ainda não era refém da burocracia curial. Mas logo vieram a 'Quanta Cura' e o 'Syllabus', que proibiram o pensamento autônomo e denunciaram a 'liberdade de perdição'. Para fugir daqueles pecados, só o sacrifício do intelecto. Estavam prontas as bases para o reinado do cardeal Ratzinger e de João Paulo 2º.

No Estado, desde o Termidor, passando pela censura napoleônica e chegando ao totalitarismo do século 20, a norma foi a renúncia ao intelecto pessoal. E surgiu a cultura dos militantes com a sua lógica ensandecida. Tal imposição une-se à exigência do silêncio obsequioso. Immanuel Kant sofreu a censura e, segundo Domenico Losurdo, internalizou-a. Ao contrário de Espinosa, o 'chinês de Konigsberg' valorizava a cátedra e já estava imbuído do espírito burocrático universitário. Liberdade, para ele, apenas fora do mundo oficial.

Lyssenko foi um caso espetacular de sacrifício do intelecto somado ao silêncio obsequioso dos cientistas soviéticos e ocidentais que ajudaram Stálin. Sem os dois elementos, muito certamente a política socialista conheceria outros rumos. Mas a tolice do governante foi aplaudida pelos acadêmicos, o que os tornou mais culpados do que o próprio autocrata.No Brasil, a crítica recebe veto perene. A tradição oficialista ordena que as espinhas se curvem, sempre que um novo inquilino se instala no poder. A crítica e a oposição constituem mau gosto e devem ser banidas dos campi e dos laboratórios.

Quando Fernando Henrique presidia o país, escrevi, nesta coluna, um artigo intitulado 'O PT e a dignidade da oposição'. Nele, criticava autoridades que ironizavam aquele partido. Hoje, noto que a mente dos que ocupam o poder é a mesma. A forma é petista, mas o conteúdo tem o sabor do oficialismo.

Na época, a imprensa e os intelectuais eram valiosos para o PT. Hoje, com verbas imensas e Duda Mendonça, quem no governo precisa de crítica? Apagar o que se produziu é o primeiro passo para a boa acolhida entre os cortesãos. E pobre de quem ergue a espinha e a face! Enquanto essa mentalidade imperar entre políticos e universitários brasileiros, vários Lyssenko serão paridos entre nós.Pensamento e ciência são riquezas que não podem ser alienadas, por mais sublime que seja a 'causa' alegada. O respeito pela diferença integra a democracia.

Quem recusa esse ponto, adestra-se para aceitar com louvores os piores golpes contra os cidadãos. Silêncios obsequiosos e sacrifício do intelecto geram apenas servilismos, como assistimos em nosso país desde o século 16.

FIM DE POLEMICA.

COMENTÁRIO:
Com a publicação dos três artigos abaixo, encerra-se a polêmica. Fui nela jogado devido à uma referência sobre minha pessoa, por um dos debatedores. Com a idade, me desgostei das polêmicas. Só uma eu compro e dela não saio: sou corinthiano dogmático e, no meu entender, quem não torce pelo TIMÃO, não existe. Deste modo, publico os textos do debate e mergulho novamente nas polêmicas dos séculos XVI, XVII, XVIII. Alí temos os pontos jamais discutidos no Brasil, como é o caso da soberania popular, democracia, transparância, segredo de Estado, etc. Enfim...

Bella robba

l Lungaretti esbraveja, rasga as vestes, bate no peito, e acaba por confirmar tudo.

Em nota publicada no seu blog (http://celsolungaretti-orebate.blogspot.com), Celso Lungaretti afirma que cometi gravíssimo deslize ético: disse que ele foi prefeito de Pariquera-Açu. Que os caros leitores me desculpem. Errei mesmo. Lungaretti não foi nem isso. Também não é diretor da Geração Editorial, como imaginei que fosse; é apenas, como ele mesmo diz, membro do cast dessa editora. Quanto ao conteúdo essencial do meu artigo, Lungaretti esbraveja, rasga as vestes, bate no peito, e acaba por confirmar tudo: no tempo da ditadura, foi à TV denunciar seus companheiros de esquerda, e agora, sob um governo de esquerda, pede ação policial contra os sites liberais e conservadores.

As desculpas que ele apresenta para a sua conduta nessas duas ocasiões são tão comoventes quanto previsíveis: tortura, no primeiro caso; zelo pelas liberdades, no segundo. Acredite quem quiser. Só por uma curiosidade, lembro ao leitor que os soldados americanos da Guerra da Coréia, que apareceram na TV comunista fazendo discursos contra a “agressão imperialista”, foram induzidos a isso mediante intermináveis sessões de lavagem cerebral. Os casos estão documentados no livro do próprio médico que tratou desses prisioneiros depois de libertados (William Sargant, The Battle for the Mind, Penguin Books, 1961).

Lungaretti, segundo ele mesmo conta, mal saiu da prisão e na primeira entrevista já começou a falar grosso contra a ditadura que supostamente o havia persuadido a fazer aquilo que os demais torturados, submetidos a idêntico tratamento, não puderam ser induzidos a fazer. Se tudo isso é de uma incongruência psicológica patética, a explicação que Lungaretti oferece para o seu apelo à perseguição judicial dos direitistas é tão cínica que não precisa ser respondida: o ex-renegado e agora queridinho da esquerda diz que não quer fazer o mal aos conservadores em geral, mas só àqueles que “pregam a rebelião contra os poderes da Nação”.

Em vez de responder, pergunto: se é certo, justo e moralmente elevado pedir castigo judicial para supostos pregadores de rebeliões virtuais, que é que pode ter havido de tão errado em denunciar uma rebelião armada já em marcha, ao ponto de Lungaretti, para justificar essa denúncia, precisar alegar que só a fez mediante tortura? E o sujeito ainda acha que cabeça confusa é a minha! Quanto ao que ele diz do Foro de São Paulo, que é uma trama inverossímil, devo recordar, como autor de livros de lógica, que fatos documentalmente comprovados, reiterados até pela confissão direta de seu personagem principal, não têm satisfações a prestar ao critério de verossimilhança, o qual, por definição, é um mero julgamento de aparências, útil apenas quando não se tem acesso aos fatos.


BELLA CIAO
Celso Lungaretti (*)


Ao intitular de „Bella Robba" (Diário do Comércio, 07/11/2007) sua tentativa de resposta ao meu artigo "O Samba do Olavo Doido", Olavo de Carvalho faz uma óbvia e grosseira alusão à minha ascendência italiana.

Não é de estranhar-se, pois OC não perde ocasião de manifestar seu desprezo pelos seres inferiores, como os brasileiros que residem nos pequenos municípios interioranos. Talvez os italianos também não mereçam o apreço do filósofo campineiro que se radicou na Virgínia, EUA, para sentir-se entre iguais.

Eu, pelo contrário, orgulho-me não só de ser herdeiro da tradição humanística dos povos latinos, como também (e muito!) de haver seguido os passos dos partisans que enfrentaram o nazi-fascismo. Bella por bella, fico com "Bella Ciao", a canção-símbolo da Resistência italiana.Mas, minhas raízes também estão neste sofrido Brasil, em que os Lungarettis lutam contra as injustiças praticamente desde sua chegada, na imigração italiana: meu antepassado Angelo não hesitou em balear o irmão do presidente da República Campos Salles para defender a honra da família contra os desmandos dos barões da terra. Meus iguais são as vítimas do capitalismo no Brasil, em primeiro lugar. OC foi em busca dos seus na Meca do capitalismo. Questão de gosto... ou de caráter.

OC pede desculpas aos leitores por suas afirmações estapafúrdias anteriores, de que eu seria ex-prefeito de Pariquera-Açu e atual dono da Geração Editorial. No primeiro caso, diz que "Lungaretti não foi nem isso", como se eu devesse me considerar uma nulidade por ter apenas lutado aos 17 anos contra uma ditadura sanguinária e, depois, feito uma honesta carreira de jornalista, ao mesmo tempo em que continuava a defender os ideais de liberdade e justiça social. No essencial, ele novamente tergiversa e calunia, pois são as opções que restam a quem defende o indefensável.

O espantalho inverossímil. Esta polêmica começou quando toquei num calo dolorido dos profissionais do anticomunismo. Em 1964 eles usaram a "conspiração comunista internacional" como bicho-papão para assustarem a classe média e conseguirem êxito em sua segunda tentativa de usurpação do poder, depois que a resistência legalista fez abortar o golpe de 1961.

Não há espantalho igualmente apropriado nos dias de hoje. Então, para suprir a lacuna, eles tiveram de satanizar uma inexpressiva reunião de partidos e organizações de esquerda da América Latina, o Foro de São Paulo, apresentando-a como uma sinistra articulação para, nas palavras de OC, reivindicar "o poder ditatorial sobre todo o continente".Ou seja, Chávez e Morales estariam em vias de hastear a bandeira bolivariana em Wall Street, privando OC da segunda pátria que é a primeira no seu coração...Evidentemente, eu só poderia comparar um disparate desses a fantasias cinematográficas como Moscou Contra 007 e O Rato Que Ruge.

Cônscio do ridículo, OC refugia-se agora na autoridade acadêmica: "Devo recordar, como autor de livros de lógica, que fatos documentalmente comprovados, reiterados até pela confissão direta de seu personagem principal, não têm satisfações a prestar ao critério de verossimilhança, o qual, por definição, é um mero julgamento de aparências, útil apenas quando não se tem acesso aos fatos".Leiam e releiam! Nada que eu pudesse dizer seria mais ruinoso para a reputação intelectual de OC do que ter apelado para essa embromação doutoral, subestimando a inteligência de quantos tomariam conhecimento do seu artigo. Para os vigaristas saírem-se bem, é preciso que existam otários. Eu não sou. Quem acompanha polêmicas políticas, também não. Então, noves fora, acaba sobrando apenas... um malandro-otário. Onde está a comprovação documental de que Brasil e Argentina, as nações com peso decisivo na América do Sul, estejam sendo teleguiadas pelo Foro de São Paulo, em vez de perseguirem seus próprios objetivos geopolíticos? Em lugar nenhum, claro!

Os saraus da esquerda sempre produziram um blablablá triunfalista que nada tem a ver com a correlação real de forças. Aí vem um OC da vida, pinça meia-dúzia de arroubos retóricos, junta com uma interpretação distorcida dos fatos e sai trombeteando que o continente americano inteiro está a caminho de se tornar uma constelação de ditaduras esquerdistas.
Se tivesse um mínimo de honestidade intelectual, ele esclareceria que existem apenas alguns candidatos a caudilhos com projetos populistas-autoritários de perpetuação no poder, sem ruptura real com o capitalismo. Nem de longe a perspectiva de novos regimes castristas; quanto muito, tentativas de bisar o PRI mexicano.Mas, claro, nunca se pode esperar sinceridade dos manipuladores políticos. E menos ainda daqueles que servem de gurus para os medíocres e ressentidos, fornecendo-lhes explicações simplistas para seus fracassos cotidianos. "A culpa é do Governo Lula!" "O Governo Lula é de esquerda!" "Então, a culpa é da esquerda!"

Embora se pavoneie como autoridade em lógica, OC só parece ter verdadeira afinidade com os sofismas. Propaganda enganosa. Em sua cruzada contra a verossimilhança, OC volta a bater na tecla de que eu teria pedido "ação policial contra os sites liberais e conservadores". Como se o cidadão de um país democrático não tivesse o direito de requerer o cumprimento das leis que coíbem crimes como incitação à rebelião, difamação e calúnia. E como se os sites extremistas de direita jamais citei qualquer outro além do Ternuma, do Mídia Sem Máscara, do Usina de Letras e do A Verdade Sufocada ˆ fossem apenas "liberais e conservadores" e "supostos pregadores de rebeliões virtuais", segundo afirma OC.

O Brasil padeceu 36 anos, no século passado, sob duas intermináveis ditaduras. Isto já é motivo suficiente para não sermos condescendentes com o Grupo Guararapes, integrado por oficiais aposentados das Forças Armadas que passam a vida incitando seus colegas da ativa a sublevarem-se contra ministros e presidentes, por meio de manifestos bombásticos que trazem exclamações do tipo „a honra ou a morte!"; ou com o tal Partido Vergonha na Cara, que exige „militares no poder já!".

Se permanecessem como sociedades secretas, endereçando suas mensagens apenas a outros fanáticos, não estariam infringindo a lei. O caso muda de figura quando recorrem à comunicação de massa (Internet). E o acesso à Web lhes é propiciado exatamente pelos quatro sites da direita radical, veículos de propagação de suas exortações golpistas. Além disso, tais sites mantêm permanentemente no ar centenas de artigos de propaganda enganosa, para denegrir os movimentos de resistência à ditadura militar de 1964/85 e seus participantes. Trata-se de uma mistura infame de mentiras, meias-verdades e interpretação distorcida dos fatos, bem ao estilo do guru OC. E têm como matéria-prima os Inquéritos Policiais-Militares da ditadura, ou seja, informações arrancadas de seres humanos mediante torturas terríveis, a ponto de muitos (como Vladimir Herzog) terem morrido durante os interrogatórios.

Na Europa, um historiador que ousou negar a existência do Holocausto foi condenado à prisão. Algo deveria ser feito pelo Estado brasileiro para impedir que abutres continuem revirando o lixo ensangüentado da ditadura brasileira, no afã de caluniarem vivos e mortos. Por respeito à lei e por dever de gratidão para com aqueles que sacrificaram tudo em nome da liberdade. Pontapé na virilha - Finalmente, o filósofo OC não tem pejo de recorrer aos golpes baixos: „Lungaretti, segundo ele mesmo conta, mal saiu da prisão e na primeira entrevista já começou a falar grosso contra a ditadura que supostamente o havia persuadido a fazer aquilo que os demais torturados, submetidos a idêntico tratamento, não puderam ser induzidos a fazer". Ou seja, mal saí da prisão em 1971 e já em 1978 comecei a falar grosso contra a ditadura que me havia persuadido a fazer aquilo que mais de 30 companheiros também foram induzidos a fazer. Sintomaticamente, OC comete ato falho e deixa aflorar a verdade dos fatos, ao admitir que fui submetido „a idêntico tratamento" dos "demais torturados".

Desde a Santa Inquisição se vem comprovando que há limites para a resistência do ser humano à tortura prolongada. Alguns dos revolucionários mais ilustres do seu tempo foram reduzidos à condição de confessar absurdos e balbuciar lamúrias nos julgamentos stalinistas. Então, ninguém jamais conseguirá intimidar-me ao evocar aquele episódio em que, já sem forças para reagir depois de dois meses e meio de maus tratos, tendo sido mantido incomunicável à mercê dos carrascos muito mais do que os 30 dias que as próprias leis de exceção facultavam, com o tímpano recém-estourado ainda gotejando pus e sangue, manchas roxas no rosto e o corpo esquelético como o dos sobreviventes dos campos de concentração nazistas, fui conduzido a uma TV de madrugada e, sob ameaça de ser torturado até à morte, recomendei aos jovens que não ingressassem numa guerra já perdida.O que OC supõe servir-lhe de defesa é a mais veemente acusação da desumanidade que ele defende no passado e tenta reviver no presente.

Bella roba, o retorno

Ao comentar a resposta inócua dada pelo sr. Celso Lungaretti às minhas observações sobre o seu sucesso na carreira do arrependimento lucrativo, qualifiquei-a com a velha expressão Bella roba (bela coisa), de uso corrente no Cambuci da minha infância, para designar um nada que pretendesse ser alguma coisa.

Não tendo algo mais substantivo de que se queixar, Lungaretti optou por torcer o sentido das minhas palavras até o extremo limite da sua mania de perseguição, fingindo interpretá-las como alusão pejorativa às suas origens itálicas, como se fosse muito natural a um humilde portuga como eu olhar desde cima a nação de Dante, Leonardo, Michelangelo, Vico e Manzoni.

Dessa premissa manifestamente psicótica o referido foi tirando aquelas conclusões que os senhores podem imaginar, das quais emergi com as feições estereotipadas do quatrocentão racista – adequadíssimas a um neto de imigrantes e pai de filhos mulatos!! -, ampliadas por sua vez às dimensões de um virtual assassino em massa de seres inferiores, entre os quais, pobrezinho, o Lungaretti.

Depois de fazer da sua vida uma dupla palhaçada, o cidadão só pode mesmo encontrar refúgio na autovitimização teatral.

Mas desta vez, confesso, o sujeito foi tão longe no fingimento histriônico, que me tocou o coração. Senti-lhe o drama. O mal que ele faz a si mesmo é tão profundo, tão irreparável, que eu jamais lhe negaria o consolo derradeiro de lançar a culpa nos outros, mesmo que um deles seja eu.

Pode dizer de mim o que quiser, Lungaretti. Prometo não voltar a falar mal de você. Pode até dizer que fugi da raia. Não ligo não. Não faço questão de mostrar valentia onde ela é desnecessária e inconveniente.

Uma vez até saí correndo de um enfezado cãozinho Yorkshire para não carregar na consciência o pecado de dar um pontapé em criatura tão indefesa.

Premio Garotinho de Ouro para todos os que defendem a etica do anonimato na avaliaçao dos "pares".

Avaliaçao pelos "pares" (de chinelinhos ao jeito de Welington Salgado por supuesto...) no mundo concentracionario da pesquisa brasileira e mundial.

O Brasil é sempre diletante em análises políticas, devido à mentalidade sectária dos seus intelectuais, em maioria esmagadora. A organização em grupos de interesses (alguns deles abarcam todas as regiões do país) não representa novidade nenhuma, quando comparada aos conglomerados acadêmicos do mundo. Nos EUA, na França (leia-se o delicioso “Les intellocrates, une expedition en haute intelligentsia” de H. Hamon e O. Rotman, de 1981 mas ainda atual), na Itália, os intelectuais reúnem quadrilhas para conseguir verbo e verba, numa comunhão negra cujas estratégias e táticas escapam ao comum dos mortais, os simples pagadores de impostos.

Na faina de abocanhar recursos, os sectários ardilosos se apoderam de cargos e assessorias e alí destinam benesses aos fiéis ou aliados. E no segredo arrancam bolsas dos inimigos ou críticos, caluniam anônimente os adversários, interrompem pesquisas, tentam arranhar com tais meios sórdidos os que ousam denunciar os seus conciliábulos. Atenção! Uma seita acadêmica não se pauta exclusivamente por ideologias, muito pelo contrário! E também não se imagine que elas incluem ou excluem apenas os que divergem dos métodos, fundamentos e alvos de suas atitudes noéticas. Não raro, acadêmicos da pretensa esquerda são amparados, na luta pelos cargos e posições, por aliados da chamada direita.

A superfície ideológica apenas encobre a divisão do poder e dos recursos, tanto nas instituições de pesquisa e de ensino, quanto nas agências que as financiam. O sigilo dos pareceristas ad hoc, é uma das coisas mais anti-éticas do mundo científico. Covardes se escondem nas sombras da irresponsabilidade, negam seu nome ao público que paga todas as contas. O fenômeno é antigo mas se agravou nos últimos tempos, no Brasil e no mundo. Os ignaros ou de má fé (quase sempre esta é uma tautologia) “desconhecem” o problema, enquanto seus companheiros controlam os cargos, os dinheiros e a fábrica da difamação alheia.

Mas existe vasta literatura, baseada em pesquisas idôneas, na cena internacional. Um texto excelente foi publicado por Gordon Moran, “Silencing Scientists and Schollars in Other Fields: Power Paradigm Controls, Peer Review, and Scholarly Communication” (Ablex Publishing Corporation, Greenwich, 1998). O título imenso dá conta, no entanto, dos problemas políticos, ideológicos, metodológicos e outros, da avaliação pelos “pares”. O autor cita pesquisas de casos, nos mais diversos campos, e ressalta os “Dirty tricks” usados pelos assessores contra os adversários ou simplesmente contra os não enquadrados nas seitas.

Nas revistas acadêmicas, por exemplo, o artifício mais comum é a rejeição de um artigo “porque ele é muito extenso”. O escritor cujo texto foi recusado, abre o número em que seu trabalho deveria aparecer e...(nenhuma surprêsa) encontra artigos com o dobro do tamanho do seu. Nenhuma surprêsa também, ao constatar que o felizardo integra a seita dos que dirigem a revista, os mesmos que nomearam o “assessor objetivo e neutro” que mandou o adversário para o espaço. Outros truques sujos? Alegadas ausências de citação “dos autores nacionais importantes” (não raro, o próprio assessor ad Hoc), ou repetições de teses já publicadas em algum lugar (lugar jamais nomeado, por supuesto...).

Adianta Moran que um truque banal (não seria preciso Moran, se os docentes e pesquisadores prestassem atenção ao que se passa sob o seu nariz, ou mesmo com eles) é a rejeição de muitos trabalhos com base em “vicíos” que eles não têm. Não se declina quais são os ditos vícios, mas afinal, se recusa o projeto “devido aos vícios” insinuados. Sumariza muito bem Leslie, L. Z. : “Quase todos que um dia submeteram artigos para juízo de um periódico, têm uma história de horror para narrar”. (“Manuscript review : a view from below” Scholarly Publishing, 20, pp. 123-128).

A “ética” do segredo mantido pelas agências e revistas é bastante singular: decreta a isonomia dos pesquisadores. Mas coloca no papel de juiz arbitrário o lobo, que por sua vez devora ovelhas. Estas, por sua vez, ao encontrar um rebanho forte também no segredo estraçalham o ex-lôbo cuja quadrilha perdeu postos de comando e coordenação, sem dó nem piedade. E segue deste modo a roda infortunada dos "pares", iguais apenas na tibieza, na fuga da luz pública. Existem lobos, leões, hienas e cachorrinhos no universo acadêmico. As máscaras servem apenas para determinar quem será o carrasco da hora e quem será a vítima. Como bem diz Alexandre Kojève, o reino dos intelectuais é "o império dos ladrões roubados".

Ao contrário da justiça comum (mesmo ineficiente, como a brasileira) o direito de apelo é mais do que simulacro. Ele próprio representa uma desculpa. Vejamos: o lobo, com base no poderio de sua alcatéia nas agências ou revistas, nega um projeto ou artigo, permite a si mesmo, inclusive, caluniar o proponente que não pertence ao número dos “escolhidos”. Qual o modus operandi das agências e revistas? Mandam para o mesmo lobo o pedido de reconsideração, o que resulta em mais calúnias anônimas, mais covardia, etc. E covardia gera covardia. Em situações de injustiça, raros pesquisadores ou docentes reúnem coragem para desafiar tal sistema iniquo.

Coloco a palavra “pares” entre aspas, porque em se tratando da guerra geral entre seitas poderosas, indivíduos ou grupos “sem padrinho” para se defender ou “afilhados” para ajudar, deixam de ser pares e se tornam “o inimigo a ser abatido com o uso de qualquer meio”. Quando o jurista do nazismo, Carl Schmitt, afirmou que o conceito de político é fundamento da arcaica noção de “inimigo”, sabia perfeitamente o que falava. Como ele integrou o grupo vencedor, que também se apoderou dos recursos públicos e expulsou os colegas criticos do governo hitlerista, conhecia os procedimentos da “política intelectual”. Seu colega Martin Heidegger também foi um vencedor e não poupou, nos rituais da vitória, seus antigos mestres como Edmund Husserl. Leia-se o tremendo livro de Emmanuel Faye : Heidegger, l´introduction du nazisme dans la philosophie. Autour des séminaires inédits de 1933-1935 (Paris, Albin Michel, 2005).

Na ditadura militar brasileira —o livro negro da Usp não pode ser desmentido— intelectuais “realistas” aboletados nos cargos oferecidos pelo governo, riam às bandeiras soltas dos “ingênuos” que acreditavam na democracia. O jornal “O Pasquim” criou o slogan adequado aos colaboradores da hora : “eu preciso sobreviver, entende?”. Frase que não seria errada na boca de Heidegger, Carl Schmitt e quejandos. Frase adequadíssima aos que no anonimato, hoje, procuram destruir reputações e carreiras de seus “pares”.

Me abstenho de analisar os plágios (sempre absolvidos quando o culpado pertence “ao nosso lado”), as citações estratégicas para agradar o líder de uma seita intelectual, a dupla face no trato com os colegas. Certa feita, num simpósio importante, eu ouvia nas últimas fileiras que sobravam, a palestra de minha mulher sobre o pensamento liberal e a gênese do Estado brasileiro. Sentava-se ao meu lado uma senhora que me dizia ao ouvido, a cada enunciado da palestrante, todo o horror que lhe suscitava aquele monte de filósofos e sociólogos que “se aventuravam no terreno da História”. Ouvi pacientemente as catilinárias cochichadas. A pessoa, obviamente, não sabia quem eu era. Ao terminar a palestra, a mesmíssima senhora cochicha ao meu ouvido : “E apesar de tudo, preciso pedir um favor para aquela filósofa uspiana”. Segui atrás da censora até a mesa da palestra. Então, abri um sorriso e disse: “apresento-lhe minha espôsa”. Pelo menos aquele favor não foi solicitado. Um a menos na imensa comunhão dos favores, dos favorecidos e dos desfavorecidos no miserável Brasil universitário.

Submissions are up, reviewers are overtaxed, and authors are lodging complaint after complaint about the process at top-tier journals. What's wrong with peer review?

Peter Lawrence, a developmental biologist who is also an editor at the journal Development and former editorial board member at Cell, has been publishing papers in academic journals for 40 years. His first 70 or so papers were "never rejected," he says, but that's all changed. Now, he has significantly more trouble getting articles into the first journal he submits them to.

Lawrence, based at the MRC Laboratory of Molecular Biology at Cambridge, UK, says his earlier papers were always published because he and his colleagues first submitted them to the journals they believed were most appropriate for the work. Now, because of the intense pressure to get into a handful of top journals, instead of sending less-than-groundbreaking work to second- or third-tier journals, more scientists are first sending their work to elite publications, where they often clearly don't belong.

Consequently, across the board, editors at top-tier journals say they are receiving more submissions every year, leading in many cases to more rejections, appeals, and complaints about the system overall. "We reject approximately 6,000 papers per year" before peer review, and submissions are steadily increasing, says Donald Kennedy, editor-in-chief of Science. "There's a lot of potential for complaints."

Everyone, it seems, has a problem with peer review at top-tier journals. The recent discrediting of stem cell work by Woo-Suk Hwang at Seoul National University sparked media debates about the system's failure to detect fraud. Authors, meanwhile, are lodging a range of complaints: Reviewers sabotage papers that compete with their own, strong papers are sent to sister journals to boost their profiles, and editors at commercial journals are too young and invariably make mistakes about which papers to reject or accept (see Truth or Myth?). Still, even senior scientists are reluctant to give speci. c examples of being shortchanged by peer review, worrying that the move could jeopardize their future publications.

So, do those complaints stem from valid concerns, or from the minds of disgruntled scientists who know they need to publish in Science or Nature to advance in their careers? "The rising [rejections] means an increase in angry authors," says Drummond Rennie, deputy editor at Journal of the American Medical Association (JAMA). The timing is right to take a good hard look at peer review, which, says Rennie, is "expensive, difficult, and blamed for everything."

What's wrong with the current system? What could make it better? Does it even work at all?
TOO MANY SUBMISSIONS

Editors at high-impact journals are reporting that the number of submissions is increasing every year (see "Facts and Figures", the table below). Researchers, it seems, want to get their data into a limited number of pages, sometimes taking extra measures to boost their success. Lately, academia seems to place a higher value on the quality of the journals that accept researchers' data, rather than the quality of the data itself. In many countries, scientists are judged by how many papers they have published in top-tier journals; the more publications they rack up, the more funding they receive.

Consequently, Lawrence says he believes more authors are going to desperate measures to get their results accepted by top journals. An increasing number of scientists are spending more time networking with editors, given that "it's quite hard to reject a paper by a friend of yours," says Lawrence. Overworked editors need something flashy to get their attention, and many authors are exaggerating their results, stuffing reports with findings, or stretching implications to human diseases, as those papers often rack up extra references. "I think that's happening more and more," Lawrence says. In fact, in a paper presented at the 2005 International Congress on Peer Review and Biomedical Publication, a prospective review of 1,107 manuscripts submitted to the Annals of Internal Medicine, British Medical Journal (BMJ), and The Lancet in 2003 showed that many major changes to the text demanded by peer review included toning down the manuscript's conclusions and highlighting the paper's limitations. This study suggests that boosting findings may cause more problems by overburdening reviewers even further.

Indeed, sorting through hype can make a reviewer's job at a top journal even more difficult than it already is. At high-impact journals, reviewers need to judge whether a paper belongs in the top one percent of submissions from a particular field - an impossible task, says Hemai Parthasarathy, managing editor at Public Library of Science (PLoS) Biology. Consequently, editors and reviewers sometimes make mistakes, she notes, perhaps publishing something that is really in the top 10%, or passing on a really strong paper. To an outsider, this pattern can look like "noise," where some relatively weak papers are accepted when others aren't, inspiring rejected authors to complain. But, it's an inevitable result of the system, she notes.
THE RELIGION OF PEER REVIEW

Despite a lack of evidence that peer review works, most scientists (by nature a skeptical lot) appear to believe in peer review. It's something that's held "absolutely sacred" in a field where people rarely accept anything with "blind faith," says Richard Smith, former editor of the BMJ and now CEO of UnitedHealth Europe and board member of PLoS. "It's very unscientific, really."

Indeed, an abundance of data from a range of journals suggests peer review does little to improve papers. In one 1998 experiment designed to test what peer review uncovers, researchers intentionally introduced eight errors into a research paper. More than 200 reviewers identified an average of only two errors. That same year, a paper in the Annals of Emergency Medicine showed that reviewers couldn't spot two-thirds of the major errors in a fake manuscript. In July 2005, an article in JAMA showed that among recent clinical research articles published in major journals, 16% of the reports showing an intervention was effective were contradicted by later findings, suggesting reviewers may have missed major flaws.

Some critics argue that peer review is inherently biased, because reviewers favor studies with statistically significant results. Research also suggests that statistical results published in many top journals aren't even correct, again highlighting what reviewers often miss. "There's a lot of evidence to (peer review's) downside," says Smith. "Even the very best journals have published rubbish they wish they'd never published at all. Peer review doesn't stop that." Moreover, peer review can also err in the other direction, passing on promising work: Some of the most highly cited papers were rejected by the first journals to see them.

The literature is also full of reports highlighting reviewers' potential limitations and biases. An abstract presented at the 2005 Peer Review Congress, held in Chicago in September, suggested that reviewers were less likely to reject a paper if it cited their work, although the trend was not statistically significant. Another paper at the same meeting showed that many journals lack policies on reviewer conflicts of interest; less than half of 91 biomedical journals say they have a policy at all, and only three percent say they publish conflict disclosures from peer reviewers. Still another study demonstrated that only 37% of reviewers agreed on the manuscripts that should be published. Peer review is a "lottery to some extent," says Smith.

New England Journal of Medicine
Received 5,000 submissions in 2005, as of press time. Submissions increase 10% to 15% each year. 6% of submissions are eventually published, approximately 50% of papers are rejected before peer review. A deputy editor must approve the assigned editor's decision to reject before review. Other than scientific rigor, editors judge submissions according to "suitability and editorial consistency," says editor Jeffrey Drazen. For instance, the journal does not publish animal studies. The average age of editors is in the mid-50s. The age range is 40-78. There are 10 deputy editors and 10 associate editors.



TRYING TO CHANGE

A number of editors are working to improve the system. In recent years, BMJ has required that all reviewers must sign their reviews. All comments go to the authors, excluding only "very confidential information," says Sara Schroter, research coordinator at BMJ, who has studied peer review.

Different studies have shown conflicting results about whether signed reviews improve the quality of what's sent back and detected only minor effects, Schroter notes. One report presented at this year's Peer Review Congress showed that, in a non-English-language journal, signed reviews were judged superior in a number of factors, including tone and constructiveness by two blinded editors. However, another study published in BMJ in 1999 found that signed reviews were not any better than anonymous comments, and asking reviewers to identify themselves only increased the chance they would decline to participate.

Still, Schroter says the journal decided to introduce its policy of signed reviews based on the logic that signed reviews might be more constructive and helpful, and anecdotally, the editors at BMJ say that is the case. JAMA's Rennie says he doesn't need research data to tell him that signing reviews makes them better. "I've always signed every review I've ever done," he says, "because I know if I sign something, I'm more accountable." Juries are not anonymous, he argues, and neither are people who write letters to the editor, so why are peer reviewers? "I think it'll be as quaint in 20 years' time to have anonymous reviewers as it would be to send anonymous letters to the editor," he predicts.

But not all editors agree. Lawrence, for one, says he believes anonymity helps reviewers stay objective. Others argue that junior reviewers might become hesitant to conduct honest reviews, fearing negative comments might spark repercussions from more seniorlevel authors. At Science, reviewers submit one set of comments to editors, and a separate, unsigned set of comments to authors - a system that's not going to change anytime soon, says Kennedy. "I think candor flourishes when referees know" that not all their comments will reach the authors, he notes. Indeed, in another study presented at this year's peer review congress, researchers found that reviewers hesitated to identify themselves to authors when recommending the study be rejected. Nature journals let reviewers sign reviews, says Bernd Pulverer, editor of Nature Cell Biology, but less than one percent does. "In principle" signed reviews should work, he says, but the competitive nature of biology interferes. "I would find it unlikely that a junior person would write a terse, critical review for a Nobel prize-winning author," he says.

However, since BMJ switched to a system of signed reviews, Smith says there have been no "serious problems." Only a handful of reviewers decided not to continue with the journal as a result, and the only "adverse effect" reported by authors and reviewers involved authors exposing reviewers' conflicts of interest, which is actually a "good thing," Smith notes.

Another option editors are exploring is open publishing, in which editors post papers on the Internet, allowing multiple experts to weigh in on the results and incrementally improve the study. Having more sets of eyes means more chances for improvement, and in some cases, the debate over the paper may be more óinteresting than the paper itself, says Smith. He argues that if everyone can read the exchange between authors and reviewers, this would return science to its original form, when experiments were presented at meetings and met with open debate. The transition could transform peer review from a slow, tedious process to a scienti . c discourse, Smith suggests. "The whole process could happen in front of your eyes."

However, there are concerns about the feasibility of open reviews. For instance, if each journal posted every submission it received, the Internet would be . ooded with data, some of which the media would report. If a journal ultimately passed on a paper, who else would accept it, given that the information's been made public? How could the journals make any money? There's an argument for both closed and open reviews, says Patrick Bateson, who led a Royal Society investigation into science and the public interest, "and it's not clear what should be done about it."

Many authors are now recommending that editors use (or avoid) particular reviewers for their manuscripts; and some research suggests this step may help authors get their papers published. An abstract at the last Peer Review Congress reported that papers were more likely to be accepted if authors recommended reviewers, or asked that certain reviewers not participate. Kennedy, for one, says he believes it's "perfectly respectable" for authors to bar reviewers, although he says he does not always adhere to authors' requests, such as occasions when authors in particularly narrow specialties submit an overly long list of reviewers to bar.

Lawrence suggests that, to ease the current publishing crunch, senior scientists should occasionally submit their studies to lesser journals. However, he says he's tried this tactic, and it "hasn't helped [his] career any." Consequently, there should be major changes in how work is evaluated, he says, so researchers are not penalized for publishing in second- or third-tier journals.

Anecdotally, Parthasarathy says this is already happening. In some cases, scientists who are being evaluated simply submit their top three papers, instead of counting the number of high-impact submissions. She adds that one of the purposes of open access (the founding principle of PLoS) is to change the all-importance of where people publish. If every scientist has access to papers, she says, they can judge the paper by its contents, not just its citation. "We have to get away from [the idea that] where the paper is published [is] the be all and end all," Parthasarathy says.

Despite the number of complaints lodged at peer review, and the lack of research to show that it works, it remains a valued system, says Rennie. Scientists sigh when they're asked to review a paper, but they get upset if they're not asked, he notes. Reviewing articles is a good exercise, Rennie says, and it enables reviewers to stay abreast of what's going on. Peer review "has many imperfections, but I think it's probably the best system we've got," says Bateson.

Experts also acknowledge that peer review is hardly ever to blame when fraud is published, since thoroughly checking data could take as much time as creating it in the . rst place. Still, Pulverer says he has seen reviewers work on papers to the point where they deserve to be listed as coauthors. "I think everyone in biology would agree that peer review is a good thing," he says. "I would challenge anyone to say it hasn't improved their papers."
